Xiamen Cardiovascular Hospital Invited to Participate in the 2026 China–Latin America Dialogue on Governance Experience Sharing and Mutual Learning Among Civilizations

On June 3, 2026, the 2026 China–Latin America Dialogue on Governance Experience Sharing and Mutual Learning Among Civilizations was held at the Institute of Latin American Studies (ILAS), Chinese Academy of Social Sciences (CASS). The event was organized by the Department of Social and Cultural Studies of ILAS, CASS, and co-organized by CHINA HOY (Today China) magazine of the China International Communications Group (CICG) and the China–Latin America Cultural Publishing Center.The dialogue brought together 22 journalists and online opinion leaders from 19 Latin American countries participating in the 2026 China International Press Communication Center (CIPCC) Program, together with experts and representatives from the Institute of Latin American Studies, the Information Department of China’s Ministry of Foreign Affairs, the China Public Diplomacy Association, China Foreign Affairs University, affiliated institutions of the China International Communications Group, and Xiamen Cardiovascular Hospital Xiamen University (Xiamen Cardiovascular Hospital). Participants engaged in in-depth discussions on topics including governance experience sharing between China and Latin America, mutual learning among civilizations, news communication, publishing cooperation, and public health collaboration.

The opening session was chaired by Professor Guo Cunhai, Director of the Department of Social and Cultural Studies at the Institute of Latin American Studies, who delivered the welcome remarks. He noted that journalists and online opinion leaders serve as important bridges for enhancing mutual understanding between China and Latin America, while also playing a vital role in shaping a shared narrative between the two sides. He expressed hope that the dialogue would enable Latin American media professionals to gain a deeper understanding of China’s governance experience and the practice of Chinese modernization, while promoting face-to-face exchanges on governance, development, and civilizational dialogue. Through platforms such as CHINA HOY magazine and the China–Latin America Cultural Publishing Center, the organizers also aim to establish a long-term knowledge-sharing and communication mechanism for Latin America

During the guest discussion session, Xu Liangyou, Vice President of Xiamen Cardiovascular Hospital Xiamen University (Xiamen Cardiovascular Hospital), shared the hospital’s experience in international medical cooperation and highlighted several successful examples of China–Latin America healthcare collaboration. He introduced the hospital’s international cooperation strategy, which focuses on two major areas.First, the hospital has established the Heart Sapling Visiting Scholar Program (Heart Sapling Program), a systematic physician training initiative targeting healthcare professionals worldwide, with particular emphasis on developing countries. After completing their training in Xiamen, most participants are able to independently perform advanced cardiovascular procedures upon returning to their home countries, facilitating the localization of Chinese medical technologies and improving local healthcare capacity. As of April 2026, the program had trained 39 physicians from 16 countries, including eight physicians from Latin America—four from Brazil, two from El Salvador, and two from Mexico. Second, in 2024, Xiamen Cardiovascular Hospital signed cooperation agreements with multiple healthcare institutions across Latin America to promote the introduction of high-quality, cost-effective Chinese-developed medical devices into the region, helping improve local cardiovascular healthcare services and expand access to advanced medical technologies.


During the interactive discussion session, experts and journalists from various countries engaged in lively exchanges on practical cooperation across multiple fields.
